Information and guidance on testifying at City Hall and latest updates from the Save Lloyd team on the status of Lloyd Center.
Save Lloyd and the Save Lloyd Ice Coalition filed appeals to the Design Commission's approval of the master plan. This plan allows for the demolition, parceling out, and resale of the Lloyd Center property. We are bringing a group to testify, asking City Council to put the master plan back into review. This would be a huge victory in delaying possible demolition, allowing us to do the practical work of re-visioning and funding the Lloyd Center.
Come testify at the hearing! Tell your friends to come testify! A big turnout will show City Council that the people want to keep Lloyd Center. You must register to speak before the hearing. Registration opens a week before the hearing until 30 minutes prior to the hearing. We will provide guidance on how to offer testimony and themes to consider as you prepare.

Mall Closure Timeline - mall set to close August 8th
Urban Renaissance Group, the mall’s managing owner, has expressed an intention to close the mall permanently on August 8th, 2026, with all tenants expected to relocate by August 31st. While this move signals the tragic loss of the incredible community of small businesses and creatives currently inhabiting Lloyd Center, the work of the Save Lloyd Campaign is not over until every avenue to avoid demolition has been explored.

The official Master Plan for the mall’s redevelopment has been approved by the city, both Save Lloyd Campaign and Save Lloyd Ice Coalition have filed appeals. (March - April, 2026)
Despite hundreds of written letters and an abundance of public testimony offering clear opposition to the Master Plan for Lloyd Center's demolition and redevelopment, the City’s Design Commission unanimously approved the plans submitted by ZGF architects and Urban Renaissance Group on March 5th, 2026. In response, Save Lloyd Campaign (in collaboration with Northeast Coalition of Neighborhoods) and the Save Lloyd Ice Coalition filed separate appeals which will put the decision back under scrutiny, this time by Portland City Council. A hearing has been scheduled for June 24th at 9:45AM at City Hall. Anyone from the public can sign up to give testimony.
Design Commission review process (January - March, 2026)
The Design Commission review processes took place in January and February of 2026 and invited write-in testimony and public testimony at a February 5th Design Commission hearing. Around 60 people signed up to give in-person testimony (over Zoom) and around 40 actually testified in a lengthy session that went one-and-a-half hours over time. An additional seven days were given to collect more write-in testimony. Then seven more days for last minute comments responding to testimony that was already submitted.
It’s important to note that the mall owners (KKR/Urban Renaissance Group) had already completed a lengthy (1+ year) “design advice” process with the city planning offices that began in 2023 to inform the Central City Master Plan (viewable at UrbanRenGroup.com.)
